Nice to See it Said

As with NGO's, so with Government. Measure output, not input.

Which leaves this insistence that we must spend 0.7% of GDP on government aid hanging in the air a little, doesn't it? If it's output we should indeed be measuring, then something like unilateral free trade would produce a better outcome but wouldn't be included in the input numbers.

not necessarily at all - under the EBA regime we do in fact have unilateral free trade with a lot of the poorest countries (in fact we have a slightly more favourable system to them as they are able to sell at the EU price but tariff free).
