Err, if our system of governance cannot cope with everything it is asked to do shouldn’t we simply ask it to do less? Some amount that it is competent to do?

It doesn't logically follow. Bill Gates would soon find himself overworked if he decided to take on the coding of the next version of Windows himself, but it doesn't mean Microsoft shouldn't produce it.

I would be very interested to see if there has been some work done on how much detail a person can reasonably be expected to keep control of, because in my limited experience of what chief executives, project managers and film directors do in fact achieve, I am by no means convinced that it is much smaller than the daily burden of the Department of Education.
