Nigerian Elections

Well yes:

"The Nigerian government should have ensured that these elections marked a sharp departure from the violence and corruption that has marred the political system," said Peter Takirambudde, Africa director at Human Rights Watch.

They indeed should have but given that violence and corruption are the daily bread of that political system why did anyone think they would or could?
