Sometimes it is. However, in the case of Manila, where MWSS was split into two parts and both privatized, one was arguably "better" than the previous and one had to be bailed-out by the Public sector later. So, maybe there's a 50-50 chance?

When water was privatised in England, friends of mine in Cambridge would splutter about how mad it was that a vital public service be entrusted to .... blah, blah. Cambridge's water had been supplied by the Cambridge Water Company for more than a century!
